In early 2012, the Joint Government Relations Committee of the Association of Condominium Managers of Ontario (ACMO) and the Toronto & Area Chapter of the Canadian Condominium Institute (CCI) formed a Dispute Resolution Sub-Committee ("DR Sub-Committee") led by Richard Elia to develop a model of dispute resolution to address condominium conflict.

Mr. Elia worked with a committee comprised of twenty-nine (29) condominium stakeholders holding a variety of interests and from a range of regions throughout the province to analyze the root of condominium conflict, conflict resolution models in other areas and to share their varied insights, perspectives and opinions as to what Ontario needed to better manage condominium conflict.

The Condominium Dispute Resolution Model developed by the DR Sub-Committee has been endorsed by all Ontario chapters of CCI, ACMO and the ADR Institute of Ontario.  It has been presented to the Government of Ontario in respect of its ongoing review of Ontario's Condominium Act.

Richard Elia's efforts in bringing together a varied and diverse group of interests from across Ontario to contribute to the formation of the dispute resolution model was recognized as he was presented the 2012 ACMO Associate of the Year award.

Various members of the DR Sub-Committee have presented the model to several groups across Ontario to provide practical examples of its application, spread awareness and field questions, including Bill Thompson (then President of the Toronto & Area Chapter of CCI) in a October 2012 Condo Business V-Report dedicated to condominium legilslation reform, Richard Elia at the closing session of the 16th Annual Condominium Conference held in Toronto in November 2012 and Jennifer Bell (current director of the ADR Institute of Ontario) in a March 2013 Special Meeting presented by the ADR Institute of Ontario to solicit feedback from its members.
